Dr. Doyle served as: the alternate FOSC during the Exxon Valdez oil spill, represented the United States' position on Port State Control at IMO meetings in London, England and has testified before Congress with respect to oil pollution clean-up activities. Dr. Doyle has worked extensively within the OPA-90 guidelines to include: funding, documentation and third party access procedures. He personally authorized expenditures under the OPA-90 guidelines. As FOSC for multiple emergency response actions involving spills to navigable and inland waters, Dr. Doyle coordinated extensively with representatives from various jurisdictions with purview over cleanup activities; including the Department of Transportation, Department of Justice, Department of Commerce, Department of Interior, National Oceanographic & Atmospheric Administration, USCG and state agencies. Dr. Doyle is a member of the Local Area Emergency Response Committee (LEPC) for Region XI, a member of ASTM Subcommittee F-20 (Haz. Substances & Oil Spill Response) and served as a member of the Fl. State Dept. of Natural Resources strategic planning team.
